Stephen King (in On Writing) says timid writers prefer the passive voice.
‘The passive voice is safe….I think unsure writers also feel the passive voice somehow lends their work authority, perhaps even a quality of majesty’.

Writing in the passive voice is very common in business and government.

The passive voice often hides who is doing what, and can be used to create distance between the writer and the reader. That’s often a distance used to emphasise the power of the writer over the reader.

Suppose we write a sentence like this: “Your objection has been considered and it has been decided to reject it.” The reader would rightly want to know who considered the objection and who decided to reject it. Were they the same person, or was it a committee decision? Were they appropriately skilled?

Of course, the passive voice is not wrong and there are times when it is better. But in general, prefer the active voice.
